  • File a Notice of Disagreement with the VA.
  • The VA will then create a Statement of the Case, which is a detailed explanation of why your claim was denied.
  • File a response with a “substantive appeal” document, or VA Form 9.
  • You can elect to have a personal hearing for your appeal.
  • The Board of Veterans’ Appeals makes its decision.
